Video Level Requirements

TV Format : HDTV
Aspect Ratio : 16:9
Title Safe : 16:9 as per EBU R.95-1

All video signals should comply with ITU-R BT.709-5 and video signals should not exceed the specified limits.

Video levels should not exceed 700mV, or fall below 0mv

Out of gamut tolerance
Whilst Adstream and the Broadcasters will reject illegal video levels they understand there may be instances where it is difficult to completely avoid, and following EBU recommendation Rec.103-2000 will allow a small tolerance, assuming that no more than 1% of the active picture is in error.

Luminance (Y) -1% and 103%
(ie between -7mV and 721mV)
RGB video levels -5% and 105%
(ie between -35mV and 735mV)

Audio Level Requirements

The loudness level of the programme material must be in agreement with the EBU R128-2014 directive, including the following delivery specifications:
EBU R.128-2014
• Integrated Loudness Program : -23 LUFS
• Target Level Tolerance : +/- 0.5 LU
• Maximum True Peak : -1dBTP
• Maximum Momentary : No Limitations
• Maximum Short Term Momentary (3 Sec) : -18 LUFS
• Loudness Range : No Limitations

Note: 'Integrated Loudness' is the definition for the target of the 'Programme Loudness' stated in metres in conformity with EBU Tech 3341.

Although the maximum true peak is -1dBTP, it is recommended by the broadcasters that the true peak should not exceed -3dBTP.

IMPORTANT Notes Regarding Audio Silence:
• For the UK there must be a MINIMUM of 6 frames of audio silence at the start and end of the commercial
• Digital silence should achieve a recommended level not exceeding -70dBFS.
• Trace audio within the first or last 6 frames is a QC fail.

Clock/Slate and Pre & Post Roll Information

To provide an efficient delivery process, we now offer three different options for UK headbuild acceptance on upload:

  1. Clock Pre Roll / No Freeze
  2. Clock Pre Roll / 10 Second Freeze
  3. TVC Only

Supplying without end-freeze

To provide you with a streamlined delivery process, between clearance and delivery, removing the manual process of creating a compliant end freeze, If you choose to upload a compliant pre-roll file with slate, black and TVC our automation system will add the required end freeze on delivery.

• Title
• Duration
NOTE: Clock must be mute - Audio on slate will fail QC.

Clock Pre Roll / 10 Second Freeze

**A clock is mandatory and should display the following information:
• Clock Number
• Advertiser/Product
• Title
• Duration
NOTE: Clock must be mute - Audio on slate will fail QC.

Supplying TVC Only

Let us take care of creating a compliant Headbuild for delivery. If you upload a cut to length file via Media Manager, a clock and freeze will be automatically added on Ingest with information taken from the order, removing the manual effort.

Local Clearance
All commercials for transmission in the UK & Ireland must be cleared by Clearcast prior to transmission. Adstream can manage all of the copy clearance in this region through The Traffic Bureau.

Subtitles
Subtitles for the hard of hearing can be added to your commercials for an additional fee, please get in touch if you would like more information.

Audio Description
All commercials containing audio description must be cleared by Clearcast prior to transmission. If the exact same copy of a previously delivered commercial is retrospectively audio described, then the new version containing AD must be allocated a new clock number and go through the Clearcast clearance process. The audio should be presented as 1 Audio Track, 4 Audio Channels.
Channel allocation
• Channel 1: Stereo Left
• Channel 2: Stereo Right
• Channel 3: AD Narration
• Channel 4: AD Control Track

Adaptive Audio Description

Adaptive AD is the process methodology for re-versioning content that would ordinarily not be suitable for Audio Description, due to lack of audio space where dialogue or VO is not present.

Where traditional audio description is not possible due to insufficient gaps in dialogue, an “Adaptive AD” mix may be offered instead.

This involves the sound track being remixed to create the gaps required and create enriched accessible content origination.

All commercials containing adaptive audio description must be cleared by Clearcast prior to transmission.

The audio should be presented as 1 Audio Track, 4 Audio Channels.
Channel allocation:

  • Channel 1: Stereo Left
  • Channel 2: Stereo Right
  • Channel 3: AD/Source-Audio Mono Remix limited to R128 (in line with program full stereo mix)
  • Channel 4: AD Control Track (Set To Maximum Ducking To Completely Silence Channels 1 & 2 Throughout)
